DIAGNOSIS OF LOCAL PROBLEMS
Knowing to better apply governance in water management
Abstract
Local problems are easier to perceive and modify. Thus, the problems that characterize global unsustainability can be solved from the locality. This article aims to summarize the main problems and the main solutions identified by the water managers of the municipality of Ouro Preto / MG in the management of their water resources. To this end, interviews were carried out with 118 advisers and workers from the Ouro Preto Municipal Water and Sewage Service (SEMAE-OP), Nascentes Hydrographic Basin Subcommittee - Rio das Velhas, COMUSA, CODEMA and the Ouro Preto Municipal Environment Secretariat / MG. The conditions of water management in the municipality of Ouro Preto in general, are still being structured. The diagnosis of the problems shows from the lack of water for the poorest layers to the absence of treated sewage. To solve problems with better engagement and popular participation, the concept of good governance must be established and practiced within the municipality and its hydrographic basin.
