Abstract

This paper seeks to address the evolution of popular action and the importance of citizen participation in protecting against acts harmful to administrative morality, showing that in times of pandemic, the increase in acts and decrees to contain the epidemic relegated this guiding principle of administration. The research method used was descriptive-analytical, based on bibliographic research, literary and documentary review to point out that the principle of administrative morality, although by itself validating popular action, was not considered when dealing with the theme, demonstrating that whether the relevance and necessary improvement of popular action for this purpose.
